STATEHOUSE (April 23, 2025) — A bill authored by State Sen. Andy Zay (R-Huntington) that would study regions in Indiana that could benefit most from a casino passed the Senate today with bipartisan support.
Senate Enrolled Act 43 would require the Indiana Gaming Commission to conduct an independent study with the goal of identifying the top two regions in the state where a casino license could be relocated. The commission would then need to submit the findings of the study to the State Budget Committee by Nov. 1, 2025.
"Indiana's casino market is oversaturated in the southeast region of our state. With so many casinos competing for business, they cannot all be successful," Zay said. "I believe allowing a casino to relocate to the northeast region of Indiana would provide a solution. This would allow for huge economic boosts and infrastructure development in the community."
SEA 43 is a continuation of Zay's efforts in Senate Bill 293, which would have allowed for Rising Sun Casino's gaming license to be relocated to New Haven. Earlier this legislative session, this bill was held in the Senate Committee on Public Policy and did not progress further in the process. SEA 43 was created after the original bill's defeat to find the best location for a casino's move.
"It is my hope that this study will support my efforts in trying to move a casino to northern Indiana," Zay said. "This move would help support community development and the businesses. I look forward to seeing the results of this study in the coming months."
SEA 43 is now heading to the governor's desk for further consideration.
