Ensuring government efficiency in Indiana

In recent decades, Indiana has been known as one of the most fiscally responsible states in the nation. However, we can always look for ways to improve our government efficiency and accountability.

This year, one of our caucus's top priorities is Senate Bill 5, which would improve transparency and oversight of government contracts, require a preemptive check before the state enters any new federal program that would increase state spending and encourage the state to be more efficient in its staffing.

As one of the co-authors of the bill, I believe this legislation is a way to find financial savings through efficiencies and ensure Hoosier taxpayer dollars are being spent properly.

Under the bill, any proposed state contract amendments with a stand-alone cost of $500,000 or more would need to be reviewed by the State Budget Committee. If an amendment on a contract of $500,000 or more extends the contract by six months or more, it would also need to be reviewed by the State Budget Committee.

SB 5 would also require the State Budget Director to review any full-time state position that has sat vacant for at least 90 days. If an agency is functioning properly without the position staffed, that position may not be necessary, and this bill allows the state to ensure our government is running efficiently.

Senate Bill 5 unanimously passed the Senate in January and now heads to the House of Representatives for further consideration.
