Rogers: Bills to address reading skills, youth employment and tobacco issues ceremonially signed by governor

STATEHOUSE (Aug. 16, 2024) — Multiple bills authored by State Sen. Linda Rogers (R-Granger) that address reading skills, youth employment and tobacco were ceremonially signed into law by the governor this week.

Senate Enrolled Act 1, a 2024 session priority bill referred to as the Every Child Learns to Read bill, ensures Hoosier students receive the best reading education possible by providing Science of Reading instruction, committing to early detection and remediation for students not reading at their grade level and, as a last resort, retaining some students in third grade who are not reading well enough to move on to the fourth grade.

"Literacy is a vital skill for everyone to have, and this legislation will help all our students achieve that," Rogers said. "I am pleased to see this be ceremonially signed into law and look forward to seeing the impact it will have on the reading skills of students around the state."

Rogers was also in attendance for the signing of Senate Enrolled Act 146, which broadens employment opportunities for minors and places Indiana in line with 43 other states allowing more meaningful employment opportunities for 18-year-olds, and Senate Enrolled Act 149, which closes loopholes and updates Indiana's licensing and enforcement of laws on tobacco businesses.

"I am dedicated to improving education and work opportunities, as well as increasing protections, for our young Hoosiers," Rogers said. "I am pleased to see the governor ceremonially sign all of these bills and am excited to continue working on more improvements as we begin considering legislation for the 2025 session."
